 Inter-city R&D collaborations need a high level face-to-face interactions between innovative actors. The high speed rail (HSR) network lowers travel costs and hence the costs of face-to-face inter-personal interaction between cities. This paper exploits the Chinese HSR construction as a quasi-natural experiment to identify how faster-speed connections between cities increase the inter-city R&D collaborations. Using a comprehensive collection co-patents from 2003 to 2018, we document that HSR connection increases inter-city R&D collaborations by 25.3% for city-pairs within 250km, and 12.8% within 600km. The HSR connections generate higher quality innovations and more R&D collaboration partnerships. In addition, we uncover that institutional proximity plays a moderating role, in that HSR connections increase more co-patents and partnerships for city-pairs that are within the same province. Co-patents involving university and research institutes (URI) are more constrained by institutional distance and less by geographical distance than those involving firms only (II). The HSR effect is the strongest between major-small city pairs. Last, we conduct robustness check to reaffirm our results.
